  18. The purpose of this document is to provide a set of guidelines to aid
  19. in the secure operation of the Internet.  During its history, the
  20. Internet has grown significantly and is now quite diverse.  Its
  21. participants include government institutions and agencies, academic
  22. and research institutions, commercial network and electronic mail
  23. carriers, non-profit research centers and an increasing array of
  24. industrial organizations who are primarily users of the technology.
  25. Despite this dramatic growth, the system is still operated on a purely
  26. collaborative basis.  Each participating network takes responsibility
  27. for its own operation.  Service providers, private network operators,
  28. users and vendors all cooperate to keep the system functioning.

  30. This memo provides information for the Internet community.  It does
  31. not specify an Internet standard.  Distribution of this memo is
  32. unlimited.

  35. NISC.JVNC.NET, VENERA.ISI.EDU, WUARCHIVE.WUSTL.EDU, or NIC.DDN.MIL.
